Stupid, Stupid Protocols: Telnet, FTP, rsh/rcp/rloginrunning ftp clients in (traditional) "active" mode requires you to open a huge port range on the client hosts. While this is mitigated by passive ftp, passive mode is impractical across a University/enterprise-sized organization, because of the intense user education cost. Even when we switch to passive mode clients, this requires the server's firewall to open up a sizable port range.
